Article 17 of the Administrative Measures for the Circulation of Second-hand Automobiles
The seller of second-hand cars shall provide the buyer with the real situation and information of the use, repair, accident and inspection of the vehicle, whether to apply for mortgage registration, pay taxes and fees, and the expiration date of the vehicle. If the vehicle purchased by the buyer cannot be registered for transfer due to the seller's concealment and fraud, the seller shall unconditionally accept the return of the vehicle and refund the purchase fee and other expenses.
